Violation of any Covenant, Condition, Restriction of the Declarations, By-Laws, or Rules shall be subject to a penalty not exeeding $1,000 per violation and revocation of privileges until said penalty is paid and the violation is corrected.

Owners may fine complaints.
Board members may file complaints, but not take part in the decision.
Committee members may file complaints
Management may file complaints.
