The assessments levied by the Association shall be exclusively for the purpose of promoting the recreation, health, safety and welfare of residents of the Properties, and in particular, for the improvement, maintenance, conservation, beautification and administration of the Common Area, Master Common Area and certain portions of the Units, including, but not limited to, the payment of taxes and insurance thereon, the making of repairs, replacements and additions thereto, the cost of all labor, equipment, services (including but not limited to utilities, cable television, security services, professional fees, licenses and permits), the materials in connection with the proper maintenance and operation of the Common Area, Master Common Area and certain portions of the Units, the management and the supervision thereof, any reasonable reserves for such expenses. Payments made directly to the Management Office must be processed manually
