Parking spaces

PERMITTED VEHICLES
Passenger type automobiles having no more than four doors (excluding hatch or rear entry door) and specifically excluding limousines or hearses used for personal purposes.

Lightweight recreational motor vehicles, excluding campers, provided however that the vehicle shall have a "B", "RV", or other passenger license plate, shall have no more than four (4) wheels, shall have a curb weight of no more than eight thousand (8,000) pounds shall be no more than twenty feet (20 ft) in length, shall have an overall width of less than seven feet (7), shall be capable of being driven into a unit's parking space without excessive maneuvering, and shall be of a design which in the determination of the Board, does not impede entry and exit of other vehicles when parked in the unit parking space.

Motorbikes and motorcycles that are registered and licensed to be ridden on Illinois roads and highways.

NON-PERMITTED VEHICLES
All vehicles regularly used for commercial purposes (except as provided for in Section IV.5 below), including but not limited to cars, vans, pick-up trucks, RV's and other trucks, displaying signs, logos, writing or other forms of advertising; or any such vehicle visibly carrying commercial equipment, including but not limited to ladders, hoses, lights, cones, lawn maintenance equipment or tanks.

All vehicles other than those defined in Section IV. a. above as permitted vehicles including but not limited to boats, trailers and campers and any vehicle without current state license plates and appropriate municipal vehicle stickers.

EMERGENCY VEHICLES
The following are considered to be emergency vehicles when being utilized for their normally understood and accepted purposes:

Ambulances
Fire department vehicles of any type
Police department vehicles of any type
Hospital vehicles of any type
Permitted motor vehicles when being utilized for emergency purposes for the health, safety and welfare of the Residents and their guests.

ABANDONED VEHICLES
A vehicle shall be deemed abandoned if:
It is in a state of disrepair rendering it incapable of being driven in its present condition; or
It has not been used or moved for seven (7) consecutive days or more without prior written notice to the Board; or
It does not have a current, valid vehicle license plate; or
The acts of the owner and condition of the vehicle otherwise reasonably indicate it has been abandoned.

All Resident owned vehicles must have a current and valid license plate, village sticker an a Windsor Woods parking sticker displayed. Parking stickers shall be obtained by Residents within ten (1O) days of first occupancy from the maintenance office.

No permitted vehicle shall be parked, maintained, or stored so as to obstruct passage of other permitted vehicles or emergency vehicles on Association streets and fire lanes. All vehicles shall be parked within the permitted limits or within the marked boundaries for such vehicles.

All vehicles are restricted to the streets and parking lots of the Association, unless specifically authorized otherwise by the Board and/or its agents, and then, only for Association purposes. There shall be no parking or routes of passage across any other portions of the Common Elements, including all turf areas, sidewalks and fire lanes.

Any vehicle that is parked , maintained or stored on a Common Element other than a street or parking lot, and in particular on or in front of a fire lane, may be removed by the Association without notice to the vehicle owner's expense.

Parking, maintenance or storage of non-permitted vehicles on any portion or portions of the Common Elements, including streets and parking lots, is expressly prohibited, except that commercial vehicles may park on permitted areas for their normal commercial purposes, provided that such parking is limited to the period of time necessary to provide the commercial services requested by a Resident or the Association.

Parking directly in front of the entrance to any building or under the canopy, if applicable, is prohibited. These areas are restricted to emergency vehicles, and/or pickup and delivery vehicles.

The Association or its agent, when notified of a violation of any of the above rules, shall investigate, and determine whether a violation has occurred. If the Association determines that a violation has occurred, it may take any or all of the following actions in addition to removal of the vehicle:

Attach a notification sticker to the windshield of the vehicle.

Record the vehicle identification, including license number, vehicle sticker, date of violation, type of violation and vehicle owner if known, on a permanent record of violations to be maintained by the Association at its principal office or at such other place as is designated by the Board.

Identify the vehicle owner and notify said owner of the violation.

Identify the Resident whose vehicle is causing the violation or whose guest or invitee is causing the violation.

Notify the village authorities, asking that they issue a citation, if applicable, and/or remove said vehicle.

Follow the procedures set forth in the Policies and Procedures regarding enforcement of Rules and Regulations.

Upon receipt of notice of violation, a Resident must follow the procedures set forth in the Policies and Procedures Regarding Enforcement of Rules and Regulations.

The Board is hereby authorized to execute a contract with an appropriate company or individual to effect removal of vehicles when authorized under these Rules and Regulations.

The Board may designate a person or a committee to make determinations of violations and to place stickers and notices on vehicles. Members of the Board of Directors or its agent shall notify the appropriate companies or individuals to remove vehicles.

PARKING LOTS
No automotive or other mechanical work shall be permitted on the streets or parking lots except for emergencies such as tire and/or battery repairs.

The Association makes every possible effort to promptly unclear the streets, parking areas and sidewalks of snow. As we are unable to plow under a car while it is parked, Residents are asked to move cars out of the immediate area until it is plowed and then return. This allows the Association to clear your parking area and aid Residents in driving out of the complex.

No gas, oil, anti-freeze or other solvents are to be disposed of in or on Common Elements or sewers.
